THE KEY NOTE SPEAKER - DR. THE RT. HON. KEITH C. MITCHELL,

PRIME MINISTER OF GRENADA,
MINISTER FOR NATIONAL SECURITY, PUBLIC ADMINISTRATION, PHYSICAL DEVELOPMENT, HOME AFFAIRS AND ICT

 
OBJECTIVE OPENING CEREMONY

The main objective of the Forum is to ensure that the decision of Heads of Government in endorsing the CARICOM Regional Strategy for the Development of Statistics (RSDS) becomes operational through:

(i) Reinforcing the importance of statistics as a priority of the national, regional and international development agenda relative to attracting investment in this data sector;

(ii) Realising high-level commitment by governments of CARICOM to investing in the strengthening of the national and regional statistical offices/systems as a key means of sustaining the development and availability of statistics;

(iii) Obtaining high-level support from countries, economic integration areas, international agencies and other partners and statistical agencies in the Region and the world over for the implementation of the CARICOM RSDS;

(iv) Forging collaborative and cost-effective approaches to the development of statistics in CARICOM based on partnerships among agencies in order to avoid the duplication of efforts;

(v) Enabling the production and dissemination of timely, high quality and relevant statistics for decision-making and for the empowerment of citizens of CARICOM;

(vi) Promoting the use of statistics in informing all aspects of economic, social, environmental and technological challenges that impact the building of resilience of CARICOM and for achieving sustainable economic growth.

The specific objectives include the following:-

(i) Promoting the implementation of the strategic framework of the CARICOM RSDS, relative to the five strategic priorities and four enablers and taking into consideration the core values;

(ii) Enabling investment in Statistics as a priority, inter alia, to:

(a) Strengthen the human resources of the National Statistical Offices (NSOs) and the wider National Statistical System (NSS) relative to the recruitment of core/permanent staff at the national and regional statistical agencies to modernize and transform their operations to produce timely, relevant and in general, high-quality statistics required to support the national, regional and international development agenda;

(b) Provide an adequate budgetary support by governments to the NSOs to enable the collection, processing and dissemination of core areas of the common Regional Statistical Work Programme (RSWP);

(c) Enable the development of a Central Repository for Statistics nationally/regionally/Member states/ CARICOM Secretariat to enable the sharing, research and analysis of harmonized high-quality statistics to inform the strategic directions of countries and of CARICOM;

(iii) Enabling the recognition of statistics as a priority sector for attracting investment from international development partners/agencies and from the public/private sector relative to its importance and value in the new data economy;

(iv) Recognising the importance and value of statistics to policy/decision-making and in the everyday lives of the people of CARICOM;

(v) Gaining respect for the importance and value of statistics as a science across the Region including embedding it as a data science at all levels of the education curriculum.
