These laws define how official statistics are collected, processed, protected, and disseminated, and help ensure that statistical activities are carried out consistently and ethically across the Region.<\/p>\n<\/blockquote>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row full_width=&#8221;stretch_row_content&#8221; gap=&#8221;10&#8243; full_height=&#8221;yes&#8221; columns_placement=&#8221;top&#8221; equal_height=&#8221;yes&#8221; rtl_reverse=&#8221;yes&#8221;][vc_column width=&#8221;1\/3&#8243; css=&#8221;.vc_custom_1765030221204{background-color: #020381 !important;}&#8221;][vc_row_inner][vc_column_inner][vc_single_image image=&#8221;3630&#8243;][\/vc_column_inner][\/vc_row_inner][vc_wp_text]<\/p>\n<h1><span style=\"color: #ffcc00;\">Statistical Legislation<\/span><\/h1>\n<p id=\"1000024\" class=\"Body\"><span style=\"color: #ffffff;\">Well-developed national legislation regulating the production of official statistics is necessary to ensure the implementation of the principles described in\u00a0<a style=\"color: #ffffff;\" href=\"https:\/\/unstats.un.org\/capacity-development\/handbook\/html\/Handbook\/C3\/UN_Fundamental_Principles_of_Official_Statistics.htm#XREF__Toc6454249830\">Chapter 3.2 \u2014 UN Fundamental Principles of Official Statistics<\/a>. The overall target is to ensure the production of official statistics with a high level of quality, meeting users&#8217; needs and being trusted by users and other stakeholders.<\/span><\/p>\n<p><span style=\"color: #ffffff;\">A successful national statistical system should have the flexibility to respond to changing conditions and circumstances without needing to change its primary legislation frequently. A flexible legal environment minimizes legislation changes and the associated risk of political interference with the legislation when it is opened for revision.<\/span><\/p>\n<p><span style=\"color: #ffffff;\">The legislation in the field of official statistics may have cross-linkages with the other legislation not directly related to statistics. Other legislation might conflict with the statistical legislation, with the risk of hindering the coordination and functioning of the NSS. Thus, when revising or updating the statistical legislation, these cross-linkages must be carefully taken care of.<\/span><\/p>\n<p><span style=\"color: #ffffff;\">&#8220;The subject of statistical legislation can be reduced to two major issues: the compulsory aspect, that is, the power the government asserts through the statistical agency to collect data; and the guarantees it provides for safeguarding the confidentiality of the information collected from individual respondents\u2026&#8221;\u00a0<a style=\"color: #ffffff;\" title=\"\" href=\"https:\/\/unstats.un.org\/unsd\/publication\/SeriesF\/SeriesF_28E.pdf\" target=\"_blank\" rel=\"noopener\" data-toggle=\"tooltip\" data-original-title=\"Source: United Nations\" aria-describedby=\"tooltip10650\"><i class=\"fas fa-external-link-alt\">\u00a0<\/i><\/a><\/span><\/p>\n<p><span style=\"color: #ffffff;\">(unstat.un.org)<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><strong><span style=\"color: #ffcc00;\">Statistical Legislation in CARICOM<\/span><\/strong><\/h2>\n<p data-start=\"328\" data-end=\"744\"><span style=\"color: #ffffff;\">Reliable, timely and comparable statistics are essential to evidence-based decision-making, effective governance, and the sustainable development of the Caribbean Community (CARICOM). To strengthen the regional statistical system and ensure that Member States are equipped to meet evolving data needs, CARICOM has advanced comprehensive efforts to modernise and harmonise statistics legislation across the Community.<\/span><\/p>\n<h2 data-start=\"746\" data-end=\"790\"><span style=\"color: #ffcc00;\"><strong data-start=\"749\" data-end=\"790\">Modernising the Statistical Framework<\/strong><\/span><\/h2>\n<p data-start=\"792\" data-end=\"1161\"><span style=\"color: #ffffff;\">CARICOM has developed a <strong data-start=\"816\" data-end=\"841\">Model Statistics Bill<img loading=\"lazy\" decoding=\"async\" class=\" wp-image-1167 alignleft\" src=\"https:\/\/statistics.caricom.org\/wp-content\/uploads\/2023\/06\/ModelBillCover.jpg\" alt=\"\" width=\"163\" height=\"213\" \/><\/strong> designed to support Member States in updating outdated legislation and establishing a modern legal framework for the production, management, and dissemination of official statistics. The Model Bill promotes consistency across national statistical systems while respecting each country\u2019s legal and institutional context.<\/span><\/p>\n<h2 data-start=\"746\" data-end=\"790\"><\/h2>\n<h2 data-start=\"1772\" data-end=\"1811\"><\/h2>\n<h2 data-start=\"1772\" data-end=\"1811\"><\/h2>\n<h2 data-start=\"1772\" data-end=\"1811\"><\/h2>\n<h2 data-start=\"1772\" data-end=\"1811\"><\/h2>\n<h2 data-start=\"1772\" data-end=\"1811\"><\/h2>\n<h2 data-start=\"1772\" data-end=\"1811\"><span style=\"color: #ffcc00;\"><strong data-start=\"1775\" data-end=\"1811\">Promoting Regional Harmonisation<\/strong><\/span><\/h2>\n<p data-start=\"1813\" data-end=\"2143\"><span style=\"color: #ffffff;\">Harmonised legislation supports more consistent statistical methodologies, classifications and standards across Member States.
