Overview of the Institute

The Bahamas National Statistical Institute (BNSI), formerly known as the Department of Statistics, has a rich history of collecting and disseminating aggregated results since its inception in 1968. The newly established statistical institute will help to modernize the collection, analysis, and dissemination of official statistics for the country.

With the passage of the Statistics Act, 2021 in March, the Bahamas National Statistical Institute (BNSI) now has the statutory mandate for the collection, analysis, and dissemination of statistics, including the national census. The transition to take over from the Department of Statistics will take place over time.

Mission

To ensure that the Bahamian Government, businesses, and people are never hampered in their activities by inadequacies of statistics, their recent trends, or their interpretation; and in particular, to ensure that the managers of the Bahamian economy in the Ministry of Finance, the Central Bank and elsewhere, never lack adequate statistics nor argue about them.

Overview of the Institute

The Statistical Institute of Belize (SIB) is an autonomous national agency established to collect, compile, extract, analyse, and disseminate official statistics related to Belize’s demographic, social, environmental, and economic and general activities. The SIB is the only authorised Institute which can approve the official status of any data or other statistical information published by any other body. SIB has the authority to approve the process of data collection, compilation, and analysis by any Body.

Overview the Central Statistics Office

The Dominica CSO operates within the Census and Statistics Act with the mandate to “collect, compile, analyse, abstract and publish statistics portraying various aspects of the social, demographic and economic conditions of the people of the State”. The Statistics Authority for the State is also “responsible for taking, from time to time, appropriate measures to organize and develop a national statistical system capable of meeting effectively the statistical needs of social and economic planning.”

The Dominica Central Statistics Office comprises of four units namely Economic, Social and Demographic, Computing and Surveys and Administrative.

Overview of the Central Statistical Office

The Central Statistical Office of the Ministry of Finance Grenada was established in 1960, under the Statistics Act No. 30 of 1960 and was revised under No 21 of 1961 which empower the office with the following mandate:

• To take any census in Grenada;
• To collect, compile, analyze, abstract, and publish statistical information relating to the social, agricultural, economic, commercial, industrial, and general activities and conditions of the inhabitants of Grenada;
• To collaborate with Ministries and Departments of the Government, and with public bodies, in the collection, compilation, analysis and publication of statistical records of administration and Departments;
• Generally, to organize a coordinated scheme of social and economic statistics relating to Grenada;
• To collect, whether in conjunction with a census or not, statistics relating to all or any of the matters set out above;
• Ensure the confidentiality of all information provided to the Statistical Office.

The Central Statistical Office provides information which is used in the planning and decision-making processes at the national and regional levels. We provide vital, economic, and social information. The main users of statistics produced are government, businesses, regional and international organizations, researchers, schools, and individuals.

Overview of the Bureau of Statistics

The Bureau of Statistics, Guyana was established as a department in 1957, but prior to this, the collection and publication of statistics was decentralised and assigned to a few key government departments. In the early 1940s the then Sugar Producer’s Association was responsible for the compilation of sugar statistics, the Agriculture Department for statistics on rice and the remainder of the agricultural sector, the then Public Works Department was responsible for statistics on wages and the Customs Department was in charge of Trade Statistics.

An Act of Parliament in October 1990 incorporated the Bureau of Statistics, Guyana as a semi-autonomous body, outside the purview of the traditional Public Service. The functions of the Bureau, which has since 1965 become systemised, are set out in section 4 (1) of the Bureau of Statistics Act No 25 of 1991 and the Statistical Bureau Act Cap 19.09 and can be summed up as follows:

• Conduct censuses;
• Collect, compile, analyse, and publish socio-economic and other statistical data;
• Collaborate with other Government departments in collecting, compiling, analysing, and publishing statistics derived from administrative records;
• Organise a coordinated scheme of social and economic statistics for Guyana.

The Bureau is the main coordinator and producer of economic statistics, including national accounts. The main data on population, economic and social conditions of households stem from censuses and surveys. The Bureau is recognised as the central authority on statistics in this country, and is often requested to advise and assist ministries and private/public sector organisations on statistical matters, and is the obvious member of the Guyana team for reviews of the IMF structural adjustment programmes and similar activities.

Overview of the Institute of Statistics and Informatics

The Haitian Institute of Statistics and Informatics (IHSI) is the institution responsible for studying, proposing, and developing policies in the field of statistics and informatics. Its mission is to assist national entities responsible for the development, elaboration, production, dissemination, conservation, and use of official statistical data. In addition, the IHSI coordinates statistical activities and makes this data available to government bodies, national and international bodies, as well as users of all kinds.

It is also the institution in charge of e-governance in Haiti. The latest decree of 1 July 2020 created the National System of Public Statistics and Informatics (SyNSIP), a transversal system integrating the technical directorates of the public administration. This decree also reformed the National Council for Statistics and Informatics (CNSI) and reorganized the IHSI. The Haitian Institute of Statistics and Informatics is responsible for the standardization, coordination, integration and rationalization of the official statistics and/or informatics activities of these units, in order to optimize the use of resources and avoid dispersion of efforts.

In short, the IHSI plays a central and strategic role in the collection, analysis, and dissemination of statistical data in Haiti, thus contributing to a better understanding and management of the country’s economic and social phenomena. In addition, IHSI is a key player in the digital transformation of public services, working for effective and integrated e-governance.

Overview of the Institute

The Statistical Institute of Jamaica (STATIN) was established under the Statistics (Amendment) Act 1984 on April 9, 1984. The Institute has been invested with all the powers formerly vested in the Department of Statistics and previously the Bureau of Statistics (which came into existence in 1946). The Statistical Institute of Jamaica is an agency of the Ministry of Finance and the Public Service.

The main functions of the Institute are:

• to collect, compile, analyse, abstract, and publish statistical information relating to the commercial, industrial, social, economic, and general activities and condition of the people;
• to collaborate with public agencies in the collection, compilation and publication of statistical information including statistical information derived from the activities of such agencies;
• to take any census in Jamaica; and generally, to promote and develop integrated social and economic statistics pertaining to Jamaica and to co-ordinate programmes for the integration of such statistics, in accordance with the provisions of the Statistics Act.

Overview of the Department of Statistics

The Department of Statistics is a government department that was established in 1966 with a staff of two persons—a Senior Statistics Officer and an Assistant Statistics Officer—to a current staff of 25 in 2019, including 7 interns. The compilation of external trade statistics was the main focus of activity with secondary data obtained from some government departments. Today, activities of the department cover all sectors of the economy and all levels of government.

The Department of Statistics is a government entity in the Ministry of Sustainable Development. It is headed by a Director who is administratively responsible to the Permanent Secretary of the Ministry of Sustainable Development.

The Department of Statistics consists of five divisions:

1. National Accounts Statistics
2. Balance of Payments and Tourism Statistics
3. Social Statistics and Surveys
4. Merchandise Trade Statistics
5. Price Statistics

It produces a range of economic, social, and demographic statistics, including national accounts, balance of payments, consumer price index, international trade, tourism, and production statistics. It also produces the decennial Census of Population and Housing, Agriculture Census, Labor Force Survey, Household and Expenditure Survey and other ad hoc surveys and studies.

Overview of the Statistical Office of St. Lucia

The Central Statistical Office of Saint Lucia (CSO) was originally established under the Statistics Act Number 13 of 1973 on November 7th, 1973. Legislation governing the CSO has since been republished as the Statistics Act Chapter 17.12, Vol. 19 of 2001. The CSO is the principal data collecting, processing, and disseminating agency responsible for coordinating, monitoring, and supervising the National Statistical System. It thus has the statutory mandate to produce and provide government, the private sector, parastatal organisations, international organisations, civil society, and the general public with statistical information for evidence-based decision-making, policy formulation and planning as well as investment purposes. The statutory mandate also includes the responsibility to provide advisory and technical service to all users on statistical matters. The CSO currently falls under the Ministry of Economic Development, Housing, Urban Renewal, Transport, and Civil Aviation.

Overview of the Statistics Bureau

The General Bureau for Statistics (ABS) was established on January 1, 1947, and originally fell directly under the Governor. Since then, the bureau has been transferred multiple times to different ministries. Currently, the bureau falls under the Ministry of Finance. In December 2002, a new Statistics Act was approved, which provided for the establishment of a semi-autonomous organization “Foundation General Bureau for Statistics” (ABS). On March 14, 2003, with the registration of the new Foundation General Bureau for Statistics in the Foundations Register, all conditions were met to operate as a Foundation.

Overview of Central Statistical Office

The Central Statistical Office of Trinidad and Tobago (CSOTT) was established in 1952 by the passing of the Statistics Ordinance, Chapter 42, No. 11 of the Revised Ordinances 1952. The Ordinance was later replaced by the Statistics Act, Chapter 19:02 of the Revised Laws of the Republic of Trinidad and Tobago, 1982. Click here to download the Act.

This Act Provides the legal framework for the operations of the CSO to:

(a) Take any census in Trinidad and Tobago

(b) Collect, compile, analyze and publish statistical information relating to all social and economic activities of the people of the Republic of Trinidad and Tobago

(c) Collaborate with other Government Departments in the collection, compilation, analysis, and publication of statistical records of administration;

(d) Generally, organize a coordinated scheme of economic and social statistics relating to The Republic of Trinidad and Tobago.

The Director of Statistics may, subject to the approval of the Minister, by Notification delegate any of his functions under section 4(1)(b) of the Statistics Act to a competent authority. However, no such competent authority shall exercise any such delegated functions until the appropriate regulations subject to which the Director could have exercised such functions have been made. Further, every such competent authority shall exercise such functions in accordance with this Act which applies to the exercise by the Director of his functions.
